Copilot Language Status keeps flashing after reaching completion limit

Does this issue occur when all extensions are disabled?: Yes

- VS Code Version: 1.131.0 (Universal)
- OS Version: Mac OS 26.3.1

Steps to Reproduce:

1. Use GitHub Copilot inline suggestions until the inline suggestion quota is exhausted.
2. Disable inline suggestions.
3. Switch to a custom language model for Copilot Chat.
4. Continue using Copilot Chat with the custom model.
5. Observe the Editor Language Status indicator.

The Copilot Language Status icon keeps flashing continuously even though inline suggestions are disabled and the user is only using a custom chat model.
