Modernize: Terminal panel close button is hidden when content overflows

In Modern UI: When the terminal panel either has too many tabs and/or the window width gets too small the close icon overflows and is hidden.

We should add new logic and/or styling that will sticky fix, increase z-index, and add a solid background color to the close panel button, when the icon is about to overflow the panels edge.
