Focus on files explorer command doesn't focus

Type: Bug

1. Open empty folder
2. Create two dummy text files
3. Open any extension tab, other than one containing files explorer
4. Focus on any of the dummy files
5. Open command palette
6. Enter "Focus on files explorer"
7. Expected: selected file is focused
8. Happens: extension marketplace is focused
