Visual Bug with selected Activity Bar Icons

Is there a reason why the icon of the _Outline_ view looks different from the icon of the _Explorer_ and the rest of the Activity Bar icons when selected? The selected icon is highlighted with a blue line instead of a white line. The rest of the Activity Bar icons are highlighted with a white line when selected. Is this a bug or intended?

I noticed one more detail. When I click on the _Outline_ icon, there is a small delay before it is being highlighted as selected, probably between 0.5 and 1 seconds. When I click on one of the other Activity Bar icons, it will be highlighted as selected instantly with no delay.

Does this issue occur when all extensions are disabled?: Yes
