System-wide slowdown when detects a large number of file changes (>50 files)

Type: Performance Issue

## Description / Symptoms
- System-wide instability: When VS Code detects a large number of file changes (around 50+ files), the entire PC's performance becomes unstable. This issue persists until the PC is restarted.
- Significant input/response delay: The whole OS slows down severely, causing a noticeable delay (several beats) across all system interactions.
- Partial effect from Explorer restart: Restarting Windows Explorer (explorer.exe) slightly relieves the lag, but does not fully resolve the overall performance degradation.
- System resource usage: System resources remain largely underutilized even during the slowdown, ruling out simple resource exhaustion:
- CPU: ~15%
- Memory: ~23%
- GPU: ~5%

## Trigger
- The issue occurs only when a large number of file changes are detected. When there are no or few file changes, VS Code works completely fine without any performance issues.
- Creating or adding a large batch of files via a `.bat` script.
- Refactoring or applying batch updates to `import` statements across multiple files during React Web development.

## What I Have Tried (Workarounds that did NOT resolve the issue):
- Restarting VS Code
- Setting up Dev Drive
