Issue: Hide or disable the Cloud dropdown when a repository is selected

the control labeled **Cloud** looks like a dropdown, but clicking it does not open anything when a repository is selected instead of a local folder.

The behavior is expected because the selected repository fixes the environment to Cloud, but the UI does not communicate that constraint. The visible dropdown affordance makes the control appear interactive and can leave users wondering whether it is broken.
