Steps to Reproduce:

1. Disable the GitHub Copilot extension (via some means such as Developer: Show Running Extensions right-click menu) and reload window.
2. Try to re-enable it via the right-click in the Extensions window.

Bug: The UI doesn't allow re-enabling it.

Bug2?: There's a strange "Disable AI Features" option that is enabled...which seems suspicious since I would think it should already be disabled?

The workaround is to do the "Enable All Extensions" in the command palette (but that causes unwanted disabled extensions to be enabled so I have to manually disable them again).
