Add "Scroll By Page" choice for terminal pane

I searched "terminal scroll page" in issues, but no match.

There are two "Scroll By Page" settings.
- Editor > Scrollbar : Scroll By Page
- Workbench > List : Scroll By Page

I feel these very nice, but I want another "Scroll By Page" setting for terminal.
The terminal shows many lines but its height is mostly low (because it lays at the bottom of the window). Jumping position when clicking scrollbar is un-controllable (at least for me).
