hovering over run buttons sometimes moves the gutter and prevents test run buttons from working

Does this issue occur when all extensions are disabled?: N/A - i need an extension enabled that uses the test explorer (the python extension)

- VS Code Version: 1.129.0
- OS Version: linux, windows

Steps to Reproduce:

1. run or debug a test using the gutter run button
2. after it finishes, hover over the run button to try to run it again

i don't know how to reproduce this reliably unfortunately, but it seems to happen roughly 20% of the time after i run a test
