VS Code via tunnel shows 'Github Authetication - Reload required' dialog

With all due regards to #261238, this is still happening. All I need to do is connect to the remote in a profile with just this one extension, and there's the pop-up.

I suspect that the remote is blocking the call to GitHub, but even though **I've disabled Settings Sync**, it still pops up.
