modern UI (experimental) Explorer panel new file/folder and refresh button are inconsistent

Type: Bug

1. modern UI (experimental) is enabled in the settings
2. hover with the mouse near the top folder in the explorer panel
3. notice how sometimes the buttons stay visible, and sometimes the buttons stay hidden when not hovering them.
