Agent Host: editing a steering message when it's in a pending state causes all versions to be sent

1. Write a steering message
2. While it's still in a pending state, edit the message one or more times
3. Once the message is sent, you'll see that all the revisions are sent instead of only the last one, or at least that's what it looks like based on the messages that appear on the screen. See the screenshot below where I edited the message twice and when it was finally sent, I saw 3 messages instead of just one:
