Configure Tools selection still does not persist in VS Code 1.128.0

Type: Bug

Open Copilot Chat in Agent mode.
Click Configure Tools…
Select or deselect a tool, for example runInTerminal.
Click OK.
Open Configure Tools… again.

Expected: The selected tools remain unchanged.

Actual: The previous selection is restored; newly selected tools are unselected again.
