Toggle maximized terminal causes codex to render glitches

Type: Bug

1. Open the Terminal panel and click "Maximize Panel"
2. Open codex cli here, type something to make the input box move to bottom
3. Toggle the panel with ctrl+j

You will notice:
1. The terminal shows "width x height" on revealing, meaning it sends some resize event
2. The codex tui renders broken input box

Additional information:
1. If the terminal is not maximized, it will not produce the issue.
2. Simply resizing the terminal does not produce the issue.
3. Reproduced on both the stable VS Code and the insider one.
