Extend `chat.tools.terminal.autoApprove` to deny tool calls

With the agent I am using, there are several commands that it tries to use which I am always telling it not to, and needing to provide instructions for what it should do instead. I would appreciate if the `chat.tools.terminal.autoApprove` setting could be extended in some way to allow tool calls to automatically be denied, and allow the user to optionally provide a steering message if the denial is triggered.
