Copilot chat causes severe VS Code lag (typing delay, slow scrolling, sluggish IntelliSense)

Type: Performance Issue

When I chat with Copilot (or load historical sessions), VS Code becomes extremely sluggish: scrolling speed decreases, keyboard typing has significant delay, and IntelliSense is sluggish.

I tried to open a folder using a brand new VSCode configuration file, but the aforementioned issue still persists.

The lag happens on both Windows and WSL2 remote connections

`>developer: Reload Window` via the command palette fixes the lag temporarily, but the slowness returns within a few minutes
