I am seeing a reproducible cross-device sync failure for Copilot global memory.
Environment
Same GitHub user on both devices: annetteTheissen
Copilot status: Ready on both devices
VS Code version identical on both devices:
1.128.0 (user setup), commit fc3def6774c76082adf699d366f31a557ce5573f
Active profile: Default on both devices
Repro steps
On device A, create global memory file sync-a2-2026-07-11.md with token A2-7KQ9.
On device B, list global memories and try to open sync-a2-2026-07-11.md.
Device B does not show file/token from A.
Inverse behavior also observed earlier: files visible on B were not visible on A.
Expected
Global memory is shared across devices for the same signed-in user.
Actual
Each device appears to have a different global memory set.
Impact
Cross-device continuity fails and prevents reliable use of Copilot memory.
