Todos in Copilot Chat

Type: Bug

Not sure why but Copilot chat will create some todo steps from conversations and then sometimes complete them, sometimes not. It creates them, but then does a terrible job checking them off as completed as it does things. It is not very self-aware of how far along it has gotten in the steps, leaving me to wonder if it really completed them all or not.
