Sending a chat when not signed in has an unhelpful error message

Description
Setup:
- Sign out of GHCP/remove any BYOK models
Repro:
- Attempt to send a chat in the chat skeleton view
- 🐛Observe a Language Models Unavailable error returned back
This message isnt really helpful for the user in terms of how to get to a successful state either signing or adding a BYOK
Previous state we triggered the sign in dialog and if the user chose not to sign in would return a nicely formatted "You need to sign in to use Copilot"
