Does this issue occur when all extensions are disabled?: Yes
- VS Code Version: 1.128.0
- OS Version: Windows 11
Steps to Reproduce:
1. Open Github Copilot Chat
2. Click on Agent Mode selection dropdown.
3. Hover on Agent Mode and **no file icon** to navigate to Agent.agent.md file is displayed.
4. Hover or Plan or Ask Mode and file icon to navigate to Ask.agent.md and Plan.agent.md file is displayed
