cmd+shift+A should toggle agents/editor windows

I expect cmd+shift+A to switch between the agents window and whichever editor window was last used. But it doesn't open the previously used editor window, it opens a _different_ editor window which is some random one, then I have to go find the actual folder I was looking for. Maybe there is logic to it, but I don't know what it is, it feels random
