When sessions.list.showEmptyDefaultGroups is disabled, unclear how to launch chats in agent window

Testing #324360
I disabled `sessions.list.showEmptyDefaultGroups`, this correctly hides the chat section when there are no active chats. Unclear how to start a chat, tried to use shorcuts` ctrl+n `, seems like they are not working.
Repro steps
1. Create a chat, after done select `Done`
2. Update the `sessions.list.showEmptyDefaultGroups` setting to false.
3. After this setting update, unable to start a new chat.
