cannot create "new chat" while starting up claude agent

Description
1. ask a question to claude agent
2. NOTE: this is my first time using it, so it goes into the downloading of the agent phase (but later tested and saw the same behavior without it being my first time and the install already having occurred)
4. click the "new chat button", nothing works
5. once it switches to the secondary UI, with the current chat and then showing another chat, it works to click "new chat"
