UX defect - too easy to close terminal window when maximizing

### Description

It is way too easy to close a terminal (and lose work) if your pointer strays slightly from the maximize icon in the terminal controls. It's like the classic joke about a jet fighter putting the seat warmer toggle next to the ejection seat.
