Agents Window Browser: Help user setup browser open action

### **Goal**

Automatically capture and persist the active browser link within a workspace session, allowing users to relaunch the website in a future session without manual configuration.

### **Core Workflows**

* **Relaunching the Browser:** If no explicit task is configured, clicking the **Play** (or a dedicated **Browser**) action should automatically open the recorded URL.
* **Automatic Server Setup:** If the website requires a local server to run, we should automatically generate a task so the user can spin up the server directly from the Play button.
