Description

Does this issue occur when all extensions are disabled?: Yes (or N/A since the repro requires installing an extension).

Version: 1.128.0-insider (user setup)

Steps to Reproduce:

1. Install the release version of some extension like the C/C++ extension or CMake Tools extension which has a pre-release version available.
2. Reload Window.

Bug: The pre-release version is no longer available to switch to in the menu. It doesn't repro with the non-Insiders VS Code. The pre-release is available if I uninstall the extension and reload window (however, then there's no option to switch to the release version). I repro on multiple machines.
