Best fit: Instructions + Agents

VS Code needs a real place for reusable agent instructions and rule packs.

Today, this is scattered across files and manual setup, which makes it hard to know what rules are active or keep them consistent across repos.

A native surface should let users:

  • manage repo-level instructions
  • reuse shared presets
  • see what rules are active
  • override defaults when needed

If this stays file-only, it will remain hard to discover and hard to govern.
