"Go To" Button Spinner is Eccentric While Executing

What happened?

While executing, the spinner that appears beside the "Go To" rotates, however, it is not rotating about an axis that is centered between the two arrows. The slightly eccentric rotation is very noticeable at larger magnifications (like screen sharing), but creates a noticeable wobble even at higher DPI.

When comparing to the spinner that appears on each cell as it executes, they are different. The cell spinner appears to rotate circularly, both when collapsed and when expanded.
