🐛 Bug: VS Code Agent Browser uses unsupported Model Claude Haiku 4.5 (WSL environment)

Description

When using the VS Code Agent Browser inside a WSL (Ubuntu 22.04) environment, the agent defaults to Claude Haiku 4.5 but sends a reasoning configuration that is not supported by this model.

This causes all requests to fail with the following error:

Sorry, your request failed. Please try again.

Reason: output_config.effort "high" was provided, but model claude-haiku-4.5 does not support reasoning effort

Steps to Reproduce

1. Open VS Code connected to WSL (Ubuntu 22.04)
2. Open Agent Browser
3. Start a new session (Claude Haiku 4.5 is auto-selected)
4. Send any prompt
