Let's implement a more temporary overlay state for the session list, like Codex:

Hover over titlebar panel toggle control
Session List appears on top of the rest of the UI - no layout shifting
When mouse leaves the sidebar, the session list disappears
Clicking on the titlebar toggle control while hovering will snap the list into the view, causing layout shift (current behaviour)
