[critical] `Codebase` stops GitHub Copilot Restore Checkpoint from working; history corrupted

Description

In a request, somehow Codebase got attached to the request. Now GitHub Copilot says:

To get more relevant Chat results, we need permission to read the contents of your repository on GitHub.

And stops for me to indicate Grant, Not Now, or Never Ask Again.

Unfortunately I tried to edit the prompt and resubmit, and it duplicated prompt and asked again to read the contents of my GitHub repository!

Worse, Restore Checkpoint no longer works. If I try to restore the checkpoint to the point before this particular prompt, none of the prompts and responses are removed (although that previous prompt is copied to the request field, as if the history had been restored to a checkpoint).

This may or may not be related to #319225.
