Agents web app connect to machine button needs improved visual feedback

Description

On vscode.dev/agents, we need to always show some kind of visual feedback when clicking the connect to a machine icon button in the very bottom left corner. It very inconsistently renders a notification that it's attempting to connect to a machine –– most of the time just looks/feels like a broken button where you click and nothing happens.
