Global chat session list missing sessions

Description

Does this issue occur when all extensions are disabled?: Yes/No

  • VS Code Version: 1.123.0
  • OS Version: MacOS 26.5.1

Steps to Reproduce:

  1. Open a new window
  2. Open the chat session sidebar
  3. Set filters to show all sessions
  4. Observe session list does not include sessions from chats in workspace

In the docs for the Session List it says:

The list of sessions is scoped to your workspace. If you don't have a workspace open, the list shows all sessions across your workspaces. The sessions are grouped by time periods, such as Today or Last Week.

Issue: The chat session list does not show all sessions across all workspaces when a workspace is not open. I can not search across all sessions in all workspaces and workspaces in my workflow are rather ephemeral so I can't find old chats that I need to refer to.

Expectation: If you don't have a workspace open, the list shows all sessions across your workspaces.
