[Agents window] Files tab shows error and doesn't show file

Description
  1. Create a new folder on disk
  2. Open folder in Agents window - select Copilot CLI
  3. Enter prompt: "Generate test.txt with random text"

Outcome:

  • File is created on disk, but is not listed in Files tab
  • The Files tab shows an error on hover: "Unable to resolve workspace folder (ENOPRO: No file system provider found for resource unknown)"
