Typescript projects always show "Partial ModeProject Wide IntelliSense not available" and lack intellisense features

Expected Behavior

Intellisense should work with full features. Intellisense works fine directly on the machine I am connecting to.

Steps To Reproduce

connect to a project folder running a typescript project and check to see if you have the warning "Partial ModeProject Wide IntelliSense not available" when you hover over the little brackets next to "Typescript" in the bottom right corner.
