Description
This feature is related to using the Remote-Containers extension for local development.
When running containers in Linux, one can sync the host and container time zone by sharing /etc/timezone and /etc/localtime as volumes.
Unfortunately that does not work on Windows, hence when using containers for development they end up being in UTC unless told otherwise.
Most Linux distros allow configuring time zones using the TZ environment variable (e.g. TZ=America/New_York). So if somehow we could inject this information in the Dockerfile or in .devcontainer.json it would be easy to sync time between host and dev containers automatically.
