"Always" update not working

Description
I thought this might need its own issue.
The "Always" button does not, in fact, set VSCode to always download. It prompts on each available download. It prompts at least every week, sometimes several times a week.
I am having a similar problem:
I have clicked on "Always" at least 30 times. It does not stick. I don't get any errors though.
