Port Forwarding Fails to reconnect after disconnect with `useLocalServer` true

Setting useLocalServer: false seems to work. useExecServer also does not seem to have an effect

Start by reproducing the MacOS sleep or network-disconnect flow with remote.SSH.useLocalServer set to true, then inspect the VS Code connection logs around the forwarding server and dynamic port-forward errors. No source file or test is named; done means reconnecting and restoring port forwarding after the disconnect, while useLocalServer false remains a comparison case.
