Description
When creating a new issue, I get presented a markdown file and therefor get full copilot autocomplete support.
When I want to edit an existing issue, I get it presented as rendered page, with no option to change this.
I would like to switch the view to markdown, so I can use copilot again.

Research direction
Start by locating the existing-issue editing view in the VS Code GitHub extension and compare it with the markdown-based new-issue flow described here. Done means users can switch an existing issue to a raw Markdown view and use Copilot autocomplete while editing.
