Hover over on the Pull request view over a user id shows in a popup an URL instead of the user name.

Steps to Reproduce:

1. Select GitHUb icon on the left side toolbar
2. Open for example Waiting For My Review
3. Hover over the mouse of @userid
4. Here the first error that not the user details are shown but the whole pull request
5. Select this pull request.
6. In the opening Pull Request tab hover over the UserId, which is not starting with @, but still it is a user. Instead of the user details only an URL is shown to the user on the Github.
7. For both usecase (in the query and on the details of the pull request) the user detail would be necessary or as an alternative solution make is configurable across setting that what to show in this 2 places (UserId or UserName).
   Unfortantely the userIds are not readable so hard to figure out who is the creator and in this case have to navigate to github.

No files or tests are named. Reproduce the hover behavior in the Waiting For My Review query and the pull request details tab, then trace the user display and hover handling in the extension. Done means both locations show readable user details rather than only a GitHub URL.
