Description
Testing microsoft/vscode#122243
I had on uncommitted change on the default branch and clicked the Create PR button in the SCM view. I got a PR creation view that suggested to me to create a PR from main to main on the same repo.

Research direction
Reproduce the behavior from the SCM view by clicking Create PR with an uncommitted change on the default branch. Trace the Create PR flow and verify that it no longer suggests creating a pull request from main to main in the same repository.
