Schema Compare wants to remove db level permissions

Type: Bug

run a schema compare copmparing a SQL Server database to a local project. We have db level permissions granting some users CONNECT. They are defined in the project and checking the db, they are granted. Switching direction of compare shows it as an add. same result in VS Code and SSMS
