Description
### Feature Description
I would like a setting to control the behavior of opening the output file in the editor when running "Save as CSV".
### Problem and Motivation
In many cases the next step is to use the file saved programmatically and this I have no need to have the tab opened. Opening the tab jsut creates extra steps for me (ie closing the tab) before I can then consume the file (e.g. in a Jupyter notebook).

Research direction
The issue names no files, tests, or entry points. Start by tracing the Save as CSV action in the query results panel and identify where the output file is opened; done means a user setting controls whether that editor tab opens, with the behavior covered by appropriate tests.
