Description
In a regular Java application, when a breakpoint is set within the finally block, the debugger session doesn’t terminate there when no exception is raised.
However, if an exception is raised during the execution of the code, the debugger will stop at the breakpoint.

Research direction
Start by reproducing the breakpoint behavior in a regular Java application with a finally block that completes without raising an exception, then compare it with the exception path. Trace the TypeScript debugger handling for finally-block breakpoints; done means execution stops at the breakpoint in both cases.
