Description

Followed these directions directly from the docs, step-by-step.

  1. go to https://vscode.dev/ or use VS Code Desktop
  2. install this extension from the market place: https://marketplace.visualstudio.com/items?itemName=ms-vscode.vscode-github-issue-notebooks
  3. select "File > New File... > GitHub Issue Notebook"

No window opens, no window appears, nothing changes, nothing happens.
I have no "open" files or open repository. Just an empty window. Screenshot is from VSCode.dev

Research direction

Reproduce the documented steps in vscode.dev and VS Code Desktop, with no open files or repository, and confirm whether the GitHub Issue Notebook command produces any visible result. Compare the extension's behavior in both environments and trace the command's activation path. Done means selecting File > New File... > GitHub Issue Notebook opens the expected notebook or reports a clear actionable error.
