Description
Describe the feature you'd like
I need to reference an assembly (dll) outside of the solution, but the extension reminds me that it doesn't work.
I'd like to be able to browse through local files for referencing and automatically write the configuration to the project configuration file, like the reference manager in VS.

Research direction
No files, tests, or entry points are named. Start by locating the extension's existing reference-management flow and how it writes project configuration, then determine the required behavior for browsing local assemblies such as COM references and persisting them; done means local references can be selected and written to the project configuration.
