Describe the issue

II am missing the option to add new .NET files/projects from the context menu.

The option "Add new .NET file" does not show up.
In issue https://github.com/microsoft/vscode-dotnettools/issues/3367 I can see this option so I know it should be available

Steps to reproduce

Add a new console project.
Rightclick in the explorer. I expect the option "Add new .net file" as visible in issue https://github.com/microsoft/vscode-dotnettools/issues/3367
