Description

      .special-chars {
        content: "semicolon ; and brace }";
        background: url('image;file}.png');
        --custom: calc(100% - 20px);
      }

this css is displayed wrong in vscode (the } inside of url closes the rule bracket)

Research direction

Start by reproducing the CSS example in the language service or VSCode and trace how the parser handles the closing brace inside url(). Add a regression test for the shown rule, then verify that the brace in the URL does not close the surrounding rule while the declaration remains intact.
