Description
Feature Request
Inlay type hints currently always use west const, like in this example:
int const a;
auto& /* const int & */ b = a;
It would be nice to provide an option to show the const on the right (int const&).

Research direction
The issue does not name any files, tests, or entry points. Start by tracing the C++ inlay type hint implementation and its configuration path, then identify how const qualifiers are formatted. Done means an option can select east-const output such as int const& while existing west-const output remains available.
