Description
This is inconsistent with the fact that Debug C/C++ File is available. It seems like the code should just be checking what the active or default workspace folder is.

Research direction
Reproduce the two command behaviors with an active C/C++ file outside the workspace; compare Add Debug Configuration with Debug C/C++ File and inspect how workspace selection is handled. Done means Add Debug Configuration is available and uses the active or default workspace folder consistently.
